In Brief: In January 1967, the Board of Supervisors of the County of Butte created the Economic Opportunity Commissions of Butte County, Inc. (EOC; now known as Community Action Agency of Butte County, Inc.) in order to qualify for federal funds. The EOC operated under the oversight of the Board of Supervisors and a commission comprised of local residents in accordance with federal law. Programs developed and operated by the EOC included feeding, student tutoring and childcare (Head Start).
Agency programs operate through several departments: Housing & Community Development; Food & Nutrition; and the Esplanade House. Each department consists of various projects and programs that enable low-income families and elderly to improve their lives.

What's New: Community Action Agency responded to the energy crisis by creating innovative strategies that have endured to the present day. Residential weatherization provided job training and energy efficiency measures for homes of low-income residents to reduce energy cost burdens and enable better use of limited resources.
